A high caliber dialogue was held last Tuesday (4/9/2012) by the President’s Delivery Unit (UKP4), Human Development Capability Association (HDCA), and SBM ITB. A cross country policy dialogue with participants from around the world was aimed to provide strategic insights for the policy development in Indonesia. On his opening remarks, the Head of UKP4 who is also the founder of SBM ITB, Prof. Kuntoro Mangkusubroto, talked about today’s situation of Indonesia development and revealed critical issues important for the country’s human development. Among the participants in the dialogue was the Noble Prize Laurate in Economics who is also a distinguished professor from Harvard, Prof. Eric Maskin.

Attended by fellows of HDCA who flew-in from Europe, USA, Japan, India, and South America, the discussion also involved Indonesia’s top policy makers such as the Head of Indonesian Investment Coordinating Board (BKPM), Dr. Chatib Basri (Dede). “This is the kind of seminar that I always look forward to attending, as it is always stimulating my brain, “said Dr. Dede to open his session.

Dr. Dede was paired with the former Chief Economic Adviser for the Government of India, Prof. Kaushik Basu to discuss about “Inflation and Growth” in both India and Indonesia. It was an interactive dialogue where all 40 participants – both from HDCA fellows as well as policymakers from key ministries and government agencies of Indonesia – were encouraged to share their ideas and comment, and not just asked questions to the speakers. Moving onto the second session, it emphasized that development should address issues “Beyond Economic Growth.”

An HDCA fellow and Director of Oxford Poverty and Human Development Initiative Dr. Sabina Alkire, and a social-political scientist from University of Indonesia Dr. Reni Suwarso, discussed about the importance of tackling poverty from multidimensional perspective and that social development is also essential. As for the final session, the dialogue thoroughly discussed the issues on “Governing Decentralization in Emerging Economies.” Dr Neil McCulloch (an economist at AusAid) used Vietnam, while Dr. Satish Misra (consultant at Strategic Asia) chose India instead as a comparison to Indonesia on how decentralization is managed.

Sessions were chaired by Prof. Frances Stewart (HDCA fellow and awardee of Leontief Prize for Advancing the Frontiers of Economic Thought for 2013 by Tufts University), Dr. Yasraf Amir Piliang (ITB) and Dr. Agung Wicaksono (SBM ITB and special assistant to Head of UKP4). Joining these sessions were key policy makers, among others were Prof. Dewi Fortuna Anwar, a leading political scientist who is now advisor to the Vice President, and special advisor to Minister of Public Works, Prof. Danang Parikesit from University of Gajah Mada.
